The Santa Barbara Region Chamber of Commerce believes that we must deal with homelessness as a community. While the creation of Casa Esperanza did help relieve the problem, it is not the answer. We must continue working with city officials and the homeless to solve this very complex societal problem.

Groups receive funds to assist the homeless

Barnard said Catholic Charities will handle the prevention side of the program by offering, for example, rent or utility bill payment assistance. Good Samaritan will tackle the task of placing homeless individuals or families in housing and paying for rental deposits or a couple months of rent. At least 60 percent of the homeless-prevention funds must be spent within two years, and all funds must be spent within three years, under the HUD guidelines.

Groups helping homeless in line for grants

Groups in Santa Maria dedicated to helping homeless people are in line for more than $500,000 in federal funds. Those whose income is no more than 50 percent of the area median income are the target of the funding. President Obama’s American Recovery and Reinvestment Act included $1.5 billion in homeless prevention grants.

LA offers Skid Row homeless leniency on citations

Some 200 homeless people wait outside a Skid Row shelter, clutching citation slips for minor offenses: jaywalking, sitting on a curb, pushing around shopping carts. They often end up ignoring the citations only to get ticketed again. Elmer Barahona said he wanted to clear a 2-year-old public drunkenness ticket and a year-old jaywalking citation so he could start anew.

In March, Barnes found Karp on Twitter promoting her writing: "Tips for surviving homelessness. Karp has also been invited to blog about her life and her future at elle.com for an undisclosed sum.
